Finally heard back from my friend, and she concurred that it was Russian with a possibility of moving to France. Another friend noted that it's highly unlikely that even someone as trendy as Caroline would wear it, as that much skin exposed would be tacky. So I think my initial reaction that the sleeveless dress is anachronistically modern was spot-on.
